Change Order Cover Sheet/For Internal City Use Only
4
CONTRACT TIME
Original Contract Duration Working Days ❑ Calendar Days ® 90
Date of Notice to Proceed 9/5/2006
Cumulative adjustment to duration by prior Change Orders 0
Adjustment to duration by this Change Order 60
New Contract Duration (including this Change Order) 150
EXPLANATION/JUSTIFICATION
Construction of Garfield Park Improvements is approximately 50%complete. A water main, not identified on the construction
drawings, was discovered during construction. It runs through the west end of the park. This requires the relocation of the
park's entry columns, redesign of the plaza and landscape bed, thereby increasing the project's cost for concrete, landscape
curbing and demolition costing in the amount of$15,450. The entry columns in the four corners of the park also needed
additional structural support for the artwork and arch, in the amount of$9,250. There are sufficient contingency funds in this
project to pay for this work.
Under separately planned improvements funded out of program 52, the parks department programmed 1) the replacement of
the deteriorated 4' baseball field fencing with 6' fencing and additional fencing to prohibit vehicle access to the interior of the
park; and 2) convert the existing parking on the south side of the park(15 '/2 feet in length) to city of Everett standards (18 1/2
feet in length) including new curbing, asphalt and fence line relocation (which will reduce mowing maintenance. Staff conferred
with purchasing and determined adding these two items to the existing scope of work is consistent with the original contract's
scope. Staff believes that adding these additional elements will be less costly than undertaking them outside of the current
construction project(in part because a contractor is already mobilized). The cost of these elements are $23,500 and $44,200
respectively, plus Washington State Sales Tax.
Contract time has been extended due to additional work and extreme weather conditions in November, causing extensive
delays in construction.
CityStaff Contact: Jonna Hauser
17
Date: 11/28/2006
