ARTICLE 1 - AGREEMENT <br />1.1 General. <br />1.1.1 The covenants contained herein constitute an agreement between the Everett <br />Police Management Association, hereinafter referred to as EPMA, and the City of <br />Everett, hereinafter referred to as the CITY, governing wages, hours and working <br />conditions of employment for employees within EPMA's bargaining unit. <br />1.1.2 The parties recognize that the first Labor Agreement introduced significant changes <br />in wages, hours, and working conditions for members of the EPMA unit. In <br />particular, the Agreement intends to reflect the status and responsibilities of <br />Captains and Lieutenants as key members of the Police Department's management <br />team. This Agreement accordingly proceeds from the philosophy of compensating <br />members of management primarily on the basis of monthly salary as opposed to <br />supplemental pay items. To that goal, the initial Agreement eliminated or reduced <br />supplemental pay items (notably college incentive pay, deferred compensation, <br />holiday pay, and overtime pay) in deference to more substantial monthly salaries. <br />EVERETT POLICE MANAGEMENT ASSOCIATION <br />PAGE <br />
