9 <br /> e. Factors to be Considered for Exceptions <br /> The factors to be considered by the County in determining whether to submit an exception <br /> request shall be the same as those considered by HUD in determining whether to grant a <br /> requested exception and are contained at 24 CFR § 92.356(e). <br /> 2. Conflict of Interest in ADDI-Assisted Housing <br /> a. Applicability <br /> No officer, employee, agent or consultant of the Agency may occupy any ADDI-assisted <br /> affordable housing unit. <br /> b. Exceptions <br /> Upon written request of the Agency, the County may grant an exception to the provisions of <br /> paragraph a of this section on a case-by-case basis when it determines the exception will serve <br /> to further the purposes of the ADDI program and the effective and efficient administration of the <br /> ADDI-assisted project. <br /> c. Factors to be Considered for Exceptions <br /> The factors to be considered by the County in determining whether to grant a requested <br /> exception under paragraph b of this section are contained at 24 CFR § 92.356(f)(2). <br /> H. Religious or Faith-Based Organizations <br /> 1. Eligibility <br /> Organizations that are religious or faith-based are eligible on the same basis as any other <br /> organization to participate in the HOME Program, which includes ADDI funds. <br /> 2. Inherently Religious Activities <br /> Organizations that are directly funded under the HOME Program may not engage in inherently <br /> religious activities, such as worship, religious instruction, or proselytization, as a part of the <br /> programs or services funded under 24 CFR Part 92. If the Agency conducts such activities, the <br /> activities must be offered separately, in time or location, from the programs or services funded <br /> under 24 CFR Part 92, and participation must be voluntary for the beneficiaries of the HUD- <br /> funded programs or services. <br /> 3. Discrimination Against Beneficiaries or Prospective Beneficiaries <br /> An organization that participates in the HOME Program shall not, in providing program <br /> assistance, discriminate against a program beneficiary or prospective program beneficiary on <br /> the basis of religion or religious belief. <br /> ADDI Agreement between Page 7 of 23 <br /> City of Everett and Snohomish County <br />
