Ordinance No.
2920-06 took effect immediately upon its becoming valid on July 12, 2006. Pursuant to RCW 35A.63.220,
the City Council held a public hearing on the adopted interim regulation within sixty (60) days of the
effective date of that Ordinance. By state law, the interim regulation in Ordinance No. 2920-06 may be
effective for not longer than six months unless it is renewed for one or more six-month periods. The interim
regulation concerning homeless encampments will lapse unless it is extended. Since the City Council's
findings adopted six months ago still apply, it is recommended that the interim regulation in Ordinance No.
2920-06 be extended for an additional six months to end July 10, 2007, and that a public hearing be held on
the proposed Ordinance to renew Ordinance No. 2920-06. The proposed Ordinance as well as a copy of
Ordinance No. 2920-06 are attached.
RECOMMENDATION (Exact action requested of Council):
Adopt Ordinance renewing Ordinance No.2920-06, an emergency ordinance relating to temporary use
permits and frequency, duration and conditions for homeless encampments and declare an emergency to
exist. 4
