This phase of the project was initially budgeted in the Parks General Fund appropriation for the 2006 Operating Year,with the source of funds established as CEP 3 in the amount of $50,000. Phase One includes conceptual planning for three alignment alternatives, evaluation of drainage and utility impacts, and an initial environmental assessment including identifying necessary permits and mitigation. Based on the qualifications received, staff recommends that a phase one design contract be awarded to MacLeod Reckord. An approximate 10%contingency, $70,000 is requested for this phase. The purpose for this ordinance is twofold: A special improvement project will be created to provide for complete project costs and funding will be established for the design phase only in the amount of$70,000.
