The City's Title VI responsibilities have existed for several years under 23 Code of Federal <br /> Regulation(CFR)200 and 49 CFR 21 for jurisdictions receiving federal transportation funds. The Federal Highway <br /> Administration(FHWA)has,however,recently required WSDOT,which administers the federal transportation <br /> funding,to heighten its diligence in documenting local governments' compliance with Title VI regulations. <br /> Accordingly,WSDOT now requires us adopt and implement the attached Title VI non-discrimination plan.This plan <br /> details the policies, organizational assignments, complaint procedures,and data-gathering and reporting <br /> responsibilities to be fulfilled by City to avoid or address any discrimination in its projects and programs on the basis <br /> of race,color,national origin, or sex. The City's failure to adopt,implement,and maintain this plan may serve as <br /> grounds for the revocation of at least its federal transportation funding. <br /> 44 <br /> RECOMMENDATION(Exact action requested of Council): <br /> Adopt the proposed Title VI non-discrimination plan. <br />
