Title VI Plan—City of Everett 8 B. Staffing and Structure City Mayor The Mayor is authorized to ensure compliance with provisions of the City's policy of non-discrimination and with the law, including the requirements of 23 CFR Part 200 and 49 CFR Part 21. The city's grant compliance and Title VI coordination shall be performed under the authority of the Mayor. Title VI Coordinator The City of Everett has appointed the Executive Director/Chief Financial Officer to perform the duties of the Title VI Coordinator(Coordinator) and ensure compliance with federal funding requirements. The CFO has other duties and responsibilities in addition to Title VI. The CFO reports directly to and has access to the Mayor. Title VI Specialists Additionally, the City has designated Title VI Specialists (Specialists) in departmental special emphasis program areas. The Specialists will work with the Coordinator. The following programs or department areas are subject to receiving federal assistance through grants or other types of federal funding, or are responsible for implementing Agency directives and policies to ensure civil rights compliance and equal opportunity: > Planning Department (Housing) > Parks Department > Transit Department > Public Works Department(Engineering,Streets, Construction Management) > City Council > Finance/Budget Department(Purchasing) > Fire Department > Police Department > Human Resources Department(assists with implementation&compliance) > Legal Department(assists with advice, implementation&compliance) > Facilities/Real Property > Library The Specialists will work with the Coordinator to ensure their respective departments and programs comply with Title VI regulations and assurances, meet the objectives of the Title VI Plan,meet federal and state reporting requirements, and provide adequate training opportunities for applicable staff.
