Consultant Contracts Activities <br /> 1. Consultant Contracts Administration. Title VI Assurances and Provisions. All of the City's federally funded consultant <br /> contracts will include the following: (a) any applicable Disadvantaged Business <br /> Enterprise(DBE) goal(s) in designated projects,which the City will seek to proactively <br /> achieve; and(b) Title VI assurance and provision language(documents and language will <br /> be periodically reviewed to ensure compliance with current laws and regulations; a copy <br /> of the form of the contract will be submitted to the Coordinator, along with any <br /> amendments or updates that may occur over time). Specialists will maintain updated <br /> demographic data on the utilization of women- and minority-owned consulting firms. As <br /> the use of these firms occurs, a copy of the award letter will be provided to the <br /> Coordinator for use in preparing the Annual Update Accomplishment Report. <br /> 4. Design/Environmental Review Process and Title VI. Depending on the scope, <br /> complexity, and impacts of a project,plan, or program, a National Environmental Policy <br /> Act(NEPA) and/or State Environmental Policy Act(SEPA)review may be completed <br /> prior to its implementation. The City of Everett will monitor compliance with Title VI <br /> requirements in all aspects of conducting these environmental reviews. The Coordinator <br /> or designee will be afforded the opportunity to review and comment on any draft <br /> environmental determinations issued by the City to ensure adequate consideration and <br /> mitigation of any prospective federal civil rights impacts. The Coordinator's or <br /> designee's review of these determinations will ensure the following: <br /> (a) adequate public notices were provided in applicable general and minority <br /> media, accessible locations and times for public hearings or meetings were <br /> selected, translation services were used as needed particularly for projects <br /> impacting predominantly minority communities, and the public was provided <br /> information pertaining to their rights to call or write the department to view plans <br /> and discuss environmental problems; <br /> 54 <br />
