Title VI Plan — City of Everett <br /> 8 <br /> 1. Construction Management Division. This division is located in the City of Everett's <br /> Utilities Department, and is responsible for the administration of the City's civil <br /> construction contracts. The City's Engineering Department and Utilities Department are <br /> responsible for the design engineering for the City's civil construction contracts. <br /> 2. Authorities. Construction Manual M41-01; Maintenance Manual M51-01; Local <br /> Agency Guidelines; Standard Specifications for Road, Bridge, and Municipal <br /> Construction <br /> 3. Construction Activities and Title VI. The Engineering and Utilities Departments will, <br /> in cooperation with Title VI Specialists and the Title VI Coordinator, (a) ensure the <br /> proper inclusion of appropriate DBE goals in all federally funded projects; (b) include <br /> Title VI language in bid announcements and applicable construction documents for <br /> federally funded projects, as stipulated in the City's Title VI Policy Statement and <br /> Assurances (see Exhibits 1, 2 and 2A attached); (c)recommend to the City Council the <br /> award of construction contracts on the basis of lowest responsive bidder, as well as the <br /> fulfillment of applicable DBE requirements; and(d) include Title VI language in prime <br /> contract award letters to encourage utilization of DBE subcontracts and vendors. The <br /> Construction Management Division will, in cooperation with the City's Title VI <br /> Coordinator, (a) review all Federally funded projects for the proper application of DBE <br /> goals, and, as appropriate, enforce the DBE provisions in those projects with designated <br /> goals; (b) ensure that prime contractors with DBE requirements award contracted work to <br /> qualified DBEs to perform commercially useful functions; (c)monitor all construction <br /> activities to ensure nondiscrimination; and(d) gather data regarding DBE participation in <br /> the City's civil construction contracts, and provide this information to the City's Title VI <br /> Coordinator for inclusion in the Annual Title VI Report. <br /> VIII. Notices, Official Public Information, and Public Information <br /> A. Overview <br /> Pursuant to this plan, meeting notices,brochures, and other public information officially <br /> published by the City of Everett will include a statement regarding the City's compliance <br /> with Title VI of the Civil Rights Act of 1964. City officials will also attempt to gather <br /> relevant statistical data on the participants and beneficiaries of the City's programs and <br /> activities to help document the City's Title VI compliance. This statistical information <br /> will be gathered by the Title VI Specialists representing the City's various departments, <br /> and will be summarized and reported annually to the City's Title VI Coordinator. <br /> B. Sample Language for Notices and other Public Information <br /> Meeting notices and other public information officially published or otherwise <br /> promulgated by the City will include a statement to the following effect: <br /> "CIVIL RIGHTS ACT OF 1964,TITLE VI STATEMENT TO THE PUBLIC: The City <br /> of Everett hereby gives public notice that it is policy of the City to assure full compliance <br /> with Title VI of the Civil Rights Act of 1964,the Civil Rights Restoration Act of 1987, <br /> 55 <br />
