Based on those, the City of Everett Planning Commission and City Council <br /> selected draft targets that are at the low end of the 2025 forecast range for population <br /> wish County tomorrew will complete a target reconciliation process to ensure that the <br /> ORA forecasts can be accommodated by Snohomish County jurisdictions. <br /> Three alternatives were evaluated in the Draft and Final Supplemental Environmental Impact <br /> Statement completed for the 10-Year Comprehensive Plan Update: <br /> • Existing Trends, <br /> • Adopted Targets <br /> • High Growth Within UGA <br /> The alternatives accommodated a population range between 161,168 - 169,896 in Everett's <br /> Planning Area. The adopted alternative provides for a population of 167,519. <br /> Following an appeal of Everett's Comprehensive Plan. completion of Step 4 in the target <br /> reconciliation process required by Countywide Planning Policy UG-2, and additional capacity <br /> documentation, Everett amended the Comprehensive Plan in March 2007 to provide for a 2025 <br /> target population of 123,060 within the City limits and 173,270 within the entire Everett <br /> Planning Area. <br /> II. Laws and Guidelines Influencing Everett's Housing Element <br /> There are several different adopted laws or guidelines that influence the housing policies of <br /> Everett's Housing Element. The directives of these documents, as they pertain to housing issues, <br /> are summarized below. It is necessary for Everett to follow the legal requirements of the Growth <br /> Management Act and to consider the guidelines of the other documents that have already been <br /> endorsed or accepted by the City Council. <br /> A. Growth Management Act <br /> The Housing Element is one of the mandatory elements required by the Growth Management <br /> Act in comprehensive plans. The Housing Element must ensure the vitality and character of <br /> established residential neighborhoods and include: <br /> 1. An inventory and analysis of existing and projected housing needs that identifies the <br /> number of housing units necessary to manage projected growth. <br /> 2. A statement of goals, policies and objectives and mandatory provisions for the <br /> preservation, improvement and development of housing, including single family residences. <br /> 3. Identification of sufficient land for housing, including, but not limited to, government <br /> assisted housing, housing for low-income families, manufactured housing, multi-family housing, <br /> and group homes and foster care facilities. <br /> 4. Adequate provisions for existing and projected needs of all economic segments of the <br /> community. <br /> B.
