0 EVERETT COMPREHENSIVE PLAN <br /> special needs housing and to prevent the further concentration of such housing within the Everett <br /> Planning Area. <br /> Policy 4.8.5 The City shall work with social service and non-profit agencies to effectively <br /> provide the services required for low-income households and special needs populations, within <br /> the financial capabilities of the city. <br /> Policy 4.8.6 The City shall review existing programs and/or establish new programs for <br /> assisting low income households and special needs populations to afford safe and decent <br /> housing, within the financial capabilities of the city. <br /> Policy 4.8.7 The City shall cooperate with other local governments, non-profit housing <br /> providers, and housing authorities to develop a 10-year plan to assist homeless persons find <br /> permanent housing, within the financial capabilities of the city. <br /> I. Countywide Fair Share Housing Issues <br /> Objective 4.9 The City shall actively promote a "fair share distribution" of the burden of <br /> providing housing opportunities throughout the entirety of Snohomish County with other local <br /> governments within the county. <br /> Policy 4.9.1 See Policy 1.3.4. <br /> Policy 4.9.2 See Policy 1.8.4. <br /> J. Housing Production Targets <br /> Objective 4.10 The City shall provide land use density designations and policies that provide <br /> housing opportunities sufficient to accommodate the projected 2025 population of 123,060 <br /> within the Everett City limits and 167,519 in 2025 173,270 for the entire Everett Planning Area. <br /> Policy 4.10.1 The Land Use Element of the comprehensive plan shall provide land use <br /> designations and policies that will allow for an additional 18,676 to 23,526 22,577 dwelling units <br /> within the Everett Planning Area by 2025. <br /> Policy 4.10.2 The Land Use Element should provide for approximately 9,296 2,394 to 3,571 <br /> additional single family, duplex, and accessory dwelling units in single family zones within the <br /> City limits; —and 133284-9,718 to 12,465-dwelling units in multiple family and commercial <br /> zones within the City limits comprised of a mix of condominiums, townhouses, duplexes, <br /> apartments, accessory dwelling units, infill dwellings,mixed use buildings with residential units, <br /> group care homes, and other housing types ac necessary to accommodate the population growth <br /> and household incomes projected for the Ey ._ett Planning AreaCity limits,between the years <br /> 20042001 and 2025. <br /> The Land Use Element should provide for approximately 3,301 to 3,764 additional single family, <br /> duplex, and accessory dwelling units in single family zones within the unincorporated portion of <br /> Everett's Planning Area: and 3,263 to 3,726 dwelling units in multiple family and commercial <br /> zones within the unincorporated portion of Everett's Planning Area comprised of a mix of <br /> HOUSING ELEMENT 15 <br />
