Three blocks to the north is the Everett <br /> Performing Arts Center. The Events Center is the home of the Everett Silver Tips, a <br /> WHL hockey team and the Everett Hawks, an arena football team. The Events Center <br /> has the capacity for concerts with seating of up to 10,000 and for conferences. <br /> Interstate 5 is approximately one mile to the east of the Property. The Property is <br /> approximately 20 minutes from the Boeing Everett plant, 20 minutes from the Interstate <br /> 405 tech corridor, and 45 minutes from downtown Seattle. <br /> 2.5 Subject Property Profile <br /> The Property, consisting of two parcels, is owned by the City. It contains approximately <br /> 24,750 square feet and is currently improved with a paved parking lot and a 15,307- <br /> square foot three-story office building (Culmback Building) with a 5,416 square foot <br /> finished basement. The Culmback Building is on the City of Everett Register of Historic <br /> Places. <br /> This site is in a census tract that qualifies for New Market Tax Credits. As of the date of <br /> this RFP,this site may also qualify for a Multifamily Development Real Property Tax <br /> exemption for a portion of the project. <br /> The Property is zoned B-3 and the topography is generally flat at the Property's location. <br /> The City's Downtown Plan adopted June 6,2006 caps building height at this location at <br /> 200 feet with potential for additional height as allowed by the B-3 zone regulations. The <br /> City recommends that Proposers review the City's Downtown Plan for a better <br /> understanding of the City's vision for the downtown as well as for provisions relating to <br /> permitted ground floor uses, applicable height limit and floor-area ratio, and design <br /> standards. <br /> Water, sewer and power are available to the Property. Prospective developers are <br /> encouraged to review City of Everett utility maps for exact locations and sizes of <br /> facilities. Snohomish County PUD distributes power to the area. For further information <br /> regarding the location and capacity of the existing electrical system contact: Ray Burton, <br /> PUD, 425-783-8654. <br /> 3.0 SOLICITATION PROCESS REQUIREMENTS <br /> 3.1 Communications with the City of Everett <br /> All communications from Proposers regarding this RFP must be directed to the City's <br /> RFP Coordinator. Unauthorized contact regarding the RFP with other City of Everett <br /> employees or City officials may result in disqualification.
