The <br /> Plan was subsequently appealed to the Central Puget Sound Growth Management Hearings Board. In <br /> September 2006, the Board issued a decision requiring the City to quantify the population and employment <br /> capacity within the City limits and to reconcile the entire planning area and target population for 2025 with <br /> Snohomish County. City staff completed the capacity analysis and determined that there is more than <br /> sufficient capacity within the City limits to accommodate the adopted 2025 targets for population and <br /> employment. In December 2006, as part of the target reconciliation process, Snohomish County Council <br /> adopted the County's higher targets for the unincorporated portion of Everett's Planning Area. The proposed <br /> amendments to the Comprehensive Plan document the capacities within the Everett City limits and adopt the <br /> Snohomish County targets for the unincorporated portion of Everett's urban growth area. <br /> RECOMMENDATION (Exact action requested of Council): Adopt an Ordinance amending Exhibit 1 to <br /> Ordinance No. 2855-05, the 2005 Growth Management Comprehensive Plan for the City of Everett, <br /> documenting and revising population and employment capacities within the City limits and incorporating <br /> Snohomish County's capacities and targets for the unincorporated urban growth area. <br /> 62 <br />
