PREMISE IDENTIFICATION AND ALL REQUIRED FIRE DEPARTMENT ACCESS ROADS AND FIRE HYDRANTS SHALL BE IN SERVICE PRIOR TO COMMENCEMENT OF CONSTRUCTION.
