That there are exceptional circumstances or conditions applying to the subject. property that do not apply to other properties in the same vicinity or zone, specifically that topographic conditions in the rear of the applicant's property prevent him from meeting Code requirements on the front yard setbacks, and further that the front of the existing structure lies II feet from the property iine and the garaye structure will be 2 feet behind the front of the dwelling. . 2. That such variance is necessary for the preservation and enjoyment of a substantial property right of the applicant possessed by owners of other pro- perties in the same vicinity or zone. Specifically that the proposed garage will meet all other set-back and code requirements, and the applicant has no alternaiive locations for the garage structure. 3. That the authorization of such variance will not be materially detrimental to �the public welfare or injurious to property in the vicinity, specifically that the pFoposed garage str-ucture will be further from the front property __ line than the existing house. 4.
