Frank Bennett, <br /> Ramona Soylan, Dee Buchea, and C.J. Ebert were all in <br /> attendance. <br /> Item 1: <br /> Applicant: Levon Kasparian <br /> 5015 Alki Dr. <br /> Everett, WA 98203 <br /> Variance Requested: To allow a five foot side yard setback ' <br /> instead of the required thirty foot side <br /> yard setback from the edge of a stream. <br /> Property Location: 9610 lst Ave. SE <br /> Zoning: R-1, Single Family Residential. <br /> Pearl Maddy showed slides of the project site and summarized <br /> the staff report findings and conclusion recommending that the <br /> variance as requested by the applicant be granted. (See <br /> Variance File �Y22-88) <br /> Frank Bennett questioned Ms. Maddy on what a filter fabric <br /> fence was, how much it costs, and if it was necessary. Ms. , <br /> Maddy explained that the fence is a tightly woven fabric that <br /> is intended to let water pass through but to retain soil and <br /> that it was necessary to keep dirt from entering the stream <br /> during construction. She did not know the cost. <br /> Levon Kasparian, of 5015 Alki Dr. and applicant of the <br /> variance, stated that he left a five foot wide undisturbed <br /> greenbelt area next to the stream and showed it on the slides. <br /> Mr. Kasparian stated that he would meet all conditions as set <br /> forth by public works and that installing the filter fence <br /> should be no problem. <br /> Mike Braaten, of 28 W. Zntercity, spoke against the variance <br /> stating that at one time the property was under two feet of <br /> water and that the property had been filled. He stated that <br /> Tim Tyler, City of Everett's Building Official, said there has <br /> been no record of a soils engineering test done on the site. <br />
