Dackins suggested <br /> a rock and sand channel to the stream bed might be more in keeping with the <br /> I natural environment. Brossard pointed out that the saddles for the ChiP might <br /> be a maintenance probiem. Swain suggested an underlay;nent of impervious membrane <br /> under the sand and rock cliannel for stability. <br /> The otlier major concem a�as utilities connections for the Phase II development. <br /> Swain pointed out that 3rd Avenue access would have to be ripped up to provide <br /> connectlons for Plwse 1I. As an alternative to completirg tlie improvements to <br /> j 3rd Avenue under Phase i she suggested bonding the improvements. Barnett pointed <br /> ' out that acceu to Phase I was in rear of a portl�n of Phase II and improvements <br /> were needed nou. Dackins sugt{ested that stub outs - sanitary and drainage be <br /> provickd at the low point of 3rd Avenue adjacent to Phase II where any future <br /> design could connect.
