Snohomish County Assessor - <br />They are assessin9 the property as a 3-unit apartment structure <br />on October 14, 1980. Prior assessed as single family residence <br />in 1978. <br />2. Utility Billing - <br />Their records indicate that this is a three-unit apartment; <br />but cannot determine the date as to when the use was established. <br />3. Planning Department - City of Everett - <br />Their records indicate that the property is being utilized as a <br />single family residence. <br />4. Building Department records do not indicate the specific use of <br />the property. The only permits that have been issued are: <br />A. 7/13/78 - Foundation and porch repair <br />B. 7/13/83 - Co�struct garage in rear yard <br />The two permits have been issued utilizin9 two separate legal <br />descriptions for the property: <br />A. 7/13/78 - Lots 3 8 4, Blk 31, Town of Lowell <br />4. 7/13/83 - Lot 3 and N 20 ft of Lot 4, Blk 31, Luwell <br />5. Snohomish County PUD - <br />One meter on the structure and being billed as a single family <br />residence. <br />,. , <br />The zoning for this particular area of Lowell is R-2 Single Family Nigh <br />Density Residential which will allow for the construction of or the <br />modification of a structure to liouse a duplex provided that the minimum <br />land area is 7500 square feet. But nowhere in the R-2 zoning classification <br />are there provisions fcr permitting a 3-unit apartment structure. <br />
