WSHINGTON
Mr. Pnclpe was uotified by letter of the Council actim which took place
on Yun.: 13, 1973 (aaarding Uid to demolish the buildings). Ci. June 18,
Mr. Phelpe contacted our office and expressed amazement at the Council
action. Apparently he mieunderstood hie instructions in the matter and
believed that he had been given permiesion to rehabilitate the structure.
John Farrena and I made an inspection tour of the property with Mr.
Phelpe on the 18th, an,l at that time Mr. Phelps preaented an acceptable
plan so eolve the problem.
Mr. Phelps returned to City Hall on June 20 vith all the neceasary
paperwork to effect a building permit. As these plans met with our
approval, and his time achedule was realiatic, we felt that there is
aufficient cauee to request the Council to rescind the demolition order
and began preparatione to have the request on the Sune 27 Council agenda.
A building permit, which ie contingent upon Council approval, has been
isaued to Mr. Phelpe, and he is Sully aware that he muat have Council
permieeion to continue.
 -'
`R ^
Bob Royce
Housing Inepection Division Supervisor
