WASHINGTON � <br />The bid opening for the demolition of 5217 South 2nd Street (Lowel� <br />IOOF Hall) was conducted on August 19, 1975 and we received four <br />(9) responses from local contractors. <br />Mr. Gera�d Manley, a part owner, has also indicated by letter that <br />he has retained his own contractor to demolish the building. <br />I strongly recommend that we do not allow Mr. Dianley to arrange for <br />his own demolition for the following reasons: <br />1. The structure is a major commercial building and will <br />require the expertise of a competent wrecking contactor. <br />2. The party that Mr. Manley has retained is not currently <br />licensed to conduct demolition work and his bond and <br />insurance lias expired, as of February 1975. <br />3. The present boardwalk adjacent to the building is anchored <br />to the building and will present a dangerous condition to <br />the public when the building is removed. This will require <br />a security fence adjacent to the city street. <br />9. We have expended fun3s for advei'tising, title search and <br />certified mail and will not be able to collect if we do <br />not award the bid. <br />5. I feel that the demolition will extend into an unreasonable <br />length of tit�e if the owner demolishes the building and may <br />present undue hazards to the public. <br />,. , ' � <br />� • . .
