To: Bab Royce
From: Wnit Cooper
Date: May 17, 1973
Subect: I. 0. 0. F'. Building
 : , i
II
-!
i i':i,L
It is my opinion 5hrt i.ris building is unsafe. The stairs on the
south side o; tne oui.ding re saggi.ng and detaded and could
c¢use serious injury lf an attempt is mnde to ue them. These
stairs must be removed. The stairc on the eusi: end are in the
same condition. These must be removed, nlso.
There are many signs of structural deterioration. All three
floorc are sagging in various pl¢ces nnd in vurying degrees. The
north wall is leuning inxard on the top floor. The south c+all is
weakened near the tront due to a support member being ramoved.
The building lias a number of places through which illegal ent:,y
may bc mnde. It is 907 vncant with only Mr. and Mrs. Fred Doph
living in the apnrtment on the min floor, north side. The apart-
ment on the loxer floor, east, was occupied by Mr. Dopl's sister-
in-lnx, xho is now living with and coring 1'or ¢n elderly fiiend.
Mr. Doph has stated that it is not likely she will return.
All of these things considered, thic bu'_lding is especially sub-
ject to van3alism. If a fire xere started iu this lar6e, raostly
vacant structure, it wuu.ld spre¢d easily and rnpidly and become
totally i.nvolved. Although Lhere is good separation on 'he north
rsnd east sides, the lnrge size and combustible construction of
this building wauld be considered nn exposure haznrd in the event
of fire.
With all of the factors involved and the likelyhood that no steps
will ever be taken to upgrnde the building, even if it were struc-
turally feasible, I would recoramend that abatement proceedings be
initiated, ana thnt this building be demolished.
