DETERMINATION OF NON -SIGNIFICANCE <br />SEPA #118-87 <br />DESCRIPTION OF PROPOSAL: The proposed action is the issuance of Building, <br />Public Works, and a Special Property Use permit to allow the construction of a <br />fiber optic telecommunication facility on a 7,200 sf lot. The listed requirements <br />are paced in response to our review of this information: <br />MITIGATION REQUIRED BY EXISTING CODES AND ORDINANCES <br />1. Full standard street improvements are required to the east side of South <br />2nd Street including but not limited to, curb, gutter, and sidewalk per <br />Ordinance 555-78 as amended. (SEPA Transportation Policies) <br />2. Parking must be per City Zoning Code and City Design and Construction <br />Standards. The parking area and driveway must be paved, rather than <br />gravelled as shown on the site plan. (SEPA Transportation Policies) <br />3. A landscape strip a minimum of 5 feet wide must be provided along the <br />entire South 2nd St.frontage between the street and the parking area, <br />except for driveways in compliance with Section 19.40.050 of thr Zoning <br />Code and Section 1.13 of the Standards and Specifications Manual. <br />4. On -site detention or payment of a drainage fee will not be required, <br />provided runoff from the site is conveyed to the Snohomish River in a <br />non -erosive, non -flooding manner. An off -site analysis will be needed by <br />the applicant to determine this. (SEPA Public Services and Utilities <br />Policies) <br />5. Prior to the issuance of any permits for the construction of the buildings <br />on this site, the applicant must obtain the necessary shoreline permits <br />for the cables which run to this site.
