City of Everett Determination of Nonsignificance File SNA /1-58/SEPA 038-88 Description of the Proposal: The proposed action is approval by the City of Everett of a Shoreline Substantial Development Permit to allow placement of buried fiber optic cable from Seattle to Spokane, Washington for high quality long distance voice and data communication in the Pacific Northwest. Proponent: U.S. Sprint Communications Co. 9300 Metcalf, Suite 843 Overland Park, KS 662V Location: The portion within the City of Everett will be located in the Burlington Northern right-of-way from where it crosses the City limits southeast of Lowell to Lenora Street and in the City right-of-way from the intersection of the east City limits and Lowell River Road to Lenora Street, west on Lenora Street to Second street, then north to a telecommunication facility located 60 feet south of Main Street in the Lowell neighborhood. The lead agency for this proposal has determined that it does not have a significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist in conjunction with an application for a Shoreline Substantial Development Permit which documents the environmental impacts of this proposal. This information is on file with the lead agency and is available to the public on request. Any adverse environmentai impacts revealed during the City's review of the above mentioned documents are mitigated by the conditions as listed in the attached staff report. This determination assumes compliance with State law and City ordinances relating to general environmental protection, including, but not limited to, public Improvements, parking, drainage, landscaping, etc. This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 15 days from the date below. Comments must be submitted by May 6, 1988 or 15 days after the date shown on the notarized copy of the Notice of Posting whichever date is later. A public hearing will be held before the Planning Commission on May 10, 1988, at 6:30 p.m. in the City Council Chambers, 3002 Wetmore. The Planning Commission will make a recommendation to City Council on this matter. City Council will take action on the recommendation at a date to be set after the Planning Commission makes a recommendation.
