<br />As requested by Mr. '1'erry Posner, Shockey Planning Group. Ina (SPG) has inspected the
<br />Plantscapes property located at 5731 South 2"d Avenue, Everett, Washington (Snohomish
<br />County Parccl No. 28050500101100), for the presence of wetlands. According ro thc Ieuer
<br />dated October I I. 201 I, from M;. Allan Giffen, Dircetor of the Ciry of Gverctt Planning and
<br />Communiry Development, fill was potentially placed in weUunds and/or buffers on the site. SPG
<br />noted conditions on the site and detcrtnined whether wetlandlbuffer disturbance had occurced.
<br />Ob rvatioos sod Methods
<br />On Novcmber 7, 201 I. Darccy Miller, Senior Gcologist at SPG, dclineated the ���ctland boundary
<br />on the site, placing pink ilagging along the weUand cdge, adjacent to wherc disturbancc had
<br />taken place (sec Fitiure I). Diswrbance on the site consisted oi placement of v�getation debris
<br />in wetland, weNand buffer, and strcam buffer amas. The wetland edgc �c�s based on soil and
<br />hydrology conditions observcd adjacent to and below the vcgetation debris. A combination of
<br />ficld indicators, including vegeta[ion, soils, and hydrology, werc uscd to detcrmine the presencc
<br />of weUands on ihc sitc. Thc sitc was inspccted using the method��logy described in the
<br />If�i�shinglnn Sfafc H�ednnd.s Iclentifrcnlion und Delinenlion A4nnunl (Washington State
<br />Department oP Ecology, 1997). �vhich is the methodology currcndy re^ognized by the City of
<br />Everc!t for wetland dctcrminations and delineations (Cveren htunicipal Code [EMC] 37.090.A).
<br />This delincation manual rcquires the usc of thc thrcc-parameter approach in identifying and
<br />dclincating wetlands. A wetland should support a predominancc of hydrophytic vegetation, havc
<br />liydric soils, and display wetland hydrology. Under normal circumstances, indicators of all three
<br />paramctcrs will bc prescnt in wcdand areas. Classification of thc wetlands was determined using
<br />the ►i'u.eLin�,�lnn Slutr li'elland Rnling Syslen� fi�r INea'�crn IVnsho��;fun (�Vashington Statc
<br />Departmcnt of L'cology. 2006), per EMC 37.090.C.
<br />Thc ��ctland obscrvcd is located on the cast sidc of the sitc and ccntains depressional and
<br />riverine hydrogcomorphic (HGM) classes, according tu observatioos and acrial photograph
<br />analysis. The weQand extends ofTsite to the north, cast, and south, and is connccted to a"non-
<br />fish habitai' stream located otTsite. according to the Snohomish County "SnoScapc" (sec Figure
<br />I). Thc wetland unit used for rating purposes e�tends to this svear�i, and is bounded by thc train
<br />tracks to thc east of the strcam. A forested Cowardin class was observed onsite; scrub-shrub and
<br />cmcrgent classcs arc present in thc offsitc arcas. According to the IVnshington S!n!e li'etlnnd
