This action shall take place shortly aRer the rainy season has ended (typically June), so as to <br />minimize runoff and siltation into the wetland. The applicant's biologist should be onsite during <br />the beginning of the vegetation debris removal. Caze should be taken during debris removal <br />firom the wetland to not fwther disturb buffer areas. After debris removal is completc, a split-rail <br />fet:ce will be constructed along the final wetland/sueam buffer (not including the historical use <br />area), and critical areas signs will be posted on the fence. <br />Site Moniloring <br />The applicanYs biologist will inspect the site following the mmoval of the vegetation de oris. The <br />site will then be monitored for one year in order to determine whether natural colonization is <br />occurring in the wetland or buffer, or if planting of native species is recommended in order to <br />restore the remaining lost functions. The site will be monitored at six months and at one year <br />from the point of the initial site inspection; therefore, if the work is completed in June 2012, the <br />biologist will visit the site in December 2012 and June 2013. Following each monitoring visit, <br />the biologist wili write a letter to the City of Everett describing the findings and presenting <br />recommendations. The performance standard for determining whether recolonization is <br />satisfactory is 30% native vegetation coverage in the wedand and the buffer at the end of Year 1. <br />If a planting plan is required to be submiried after the Year 1 monitoring, it wiil contain all <br />elements required by the Code, including a monitoring, maintenance, and contingency plan.
