On Nowamber 6, 1989, an addendum to this approval was <br />issued. The addendum set forth the maximum number of employees allowed to <br />w H work at the site. On November 6, 1989, the above named appellants filed an <br />n qr' y appeal of the October 26, 1989, administrative decision of Mr. Robert's. The <br />appeal effectively included appeal of the November 6, 1989, addendum. <br />Hots On December 19, 1989, a hearing on the appeal was held.
