He was <br />informed that to continue this project we would be required <br />to procure a"public works permit." Z have a problem with paying <br />for a permit to improve City property, for various'reasons. <br />1. The area in front of my home, which my son and I hTv�eeb�gun <br />to improve, is in fact city of Everett property. My p p Y <br />line is 20 feet west up the hill. Access Yo my house fronting <br />So. 3rd Ave. is across city property. Over the period of the <br />13 years i have lived here, I have encountered a number of <br />controversies regarding this fact. My first effort at improving <br />access to the front of my house (railroad tie banked parkiny <br />and concrete stairs) was thwarted by a city employee warning <br />that I had no right to change the structure of city right of <br />way, in 1985. Then in 1987 a block grant road improvement project <br />significantly changed the structure of the city right of way, <br />(for the better), for 70� of the project area. From 41st St. <br />to 52nd So. 2nd and 3rd Ave. Aowever, no improvements in access <br />were made for my property. <br />2, in fact, in 1994 "No Parking on Ped. Paths" signs were <br />installed - �•irtually wiping out parkinq on my side of the <br />street. This is contrary toofhletterrenclosed,City Project <br />Engineer Andy Gerst. Copy <br />3. The city's installation of a Pedestrian Path and consequent <br />arbitrary decision to delete parking on the west side of So. <br />3rd is an Unfair action which significantly devalues my property. <br />Z fail to understand how the city can expect me to pay for a <br />�t � � . . . ��_ <br />�I <br />/�?v� --- <br />�, __-�,�, <br />� ,: ;: <br />� ;- <br />,.� . . <br />
