Summa r}� Duplex Residence 4917 3rd Street �-Dwnerd tiarry Zakoff During a routine inspection tour on September 8, 1973 we found the duplex residnce at 4917 3rd Street: open, vacant, and sub- standard. The building had been vandalired and littered with debris and raw garbage. The property wa.s post-ed as "Unlawful to Occupy". I��letter was mailed to the owner on September 11, 1973 which was r.eturned to us unclaimed. A second letter was mailed to hlr. ZaY.off on December 13, 1973 by certifie3 mail. This letter was received by Mr. 7.aY.off on December 17, 1973. There was no response to this letter. A reinspection of. the property on January 8, 1974 revea2ed that there had been no impovement made. 1�t this time we mailed a notice of unsafe building to Mr. 2akoff by certified mail. This was received by Mr. Zakoff on January i0, 1979. There was no response to this notice. A building Official.s hearing was scheduled for Pebruary 25, 1979 and notice cf the hearing was sent to ?7r. 7.al:off by First Class P1ai1. At the Puilding Officials IIearing, thc o�•,ners representative, Jade Realty,agreed to securc thc building, clean up the property and to obtain bids for repair. An inspection on bfay 7, 1979 revealed tliac some exterior cleanup work had been completed but the structure was open to t}?e puUlic and being vandalized. Jade Realty was notified of this by telephone on D9ay 8, 1974. Or� May 17, 1974 we noticed no change in t-he status of the property. Notice of t-his was mailed to Jade Realty and Mr. Zakoff. Mr. Zakoff mai.led us notice on May 22, 1974 that he sold the property. A check of the Snohomish County records revealed no changes of ownership. We notificd Mr. 5a}:off by letter on September iG, 1974 that action would continue to abate the structure. ,fle did not respond to the letter. Our last inspection was made on Uecember 6, 197d. S9e noticed no .improvement at that time.
