SUt•SMARY <br />Unsafe Bui�ding at 4917 South 3rd Street. <br />During a routine inspection on September 5, 1973 we noticed ',hat <br />the structure at 4917 South 3rd Street �aas vacant and open to <br />the public and being vandalized. <br />A correction letter was mailed to the owner, Mr. Iiarry .'.akoff, <br />on December 13, 1973 by certificed mail. This letter was received <br />by D1rs. Zakoff on December 17, 1973. <br />I�s we did not receive a response from the owner and t.he property <br />had become further deteriorated we mailed Mr. 7akoff a Notice of <br />Unsafe IIuilding calling for demolition of the structure. There <br />was no response %6fn this notice. <br />On February 25, 1974 we scheduled a IIuilding Officials Iiearing. <br />Jade Realty Conpany of Marysviile represented the owner and in- <br />dicated that they would secure the Uuilding and clean up the <br />lot immediately and call for bids to mpair or remove the sturture. <br />� reinspection of the property on May 8, 1974 showed that nothing <br />had been done and the dwell�ng was being badly vandalized. <br />t4e again appealeC to hir. 3a'off by letter and on May 22, 1974 <br />Dir. Zakoff wrote that he ha�. sold the property. <br />The new owner, Mr. Rcr Olin, cleaned up the lot and indicated that <br />he was going to rehabi.litate the building. <br />At this point there was a question over who actually owned the <br />property but apparently the tiCle was cleared and trasferred to <br />Mr. Ar.chie Grow as of I'ebruary 11, 1975. A discussion with Mr. <br />Grow confirmed this and he also indicated that he was goin9 to <br />rehabilitate the building. <br />D1r. Grow took out building permits on August 15, 1975 but did not <br />begin work. After several contacts with Mr. Grow he said that <br />he changed his mind and was going to demolish the stucture. <br />Mr. Grow obtained a demolition permit on March 26, 1776 but, again, <br />did nat begin work. <br />On July 23, 1976 we mailed notice to D1r. Grow that we were going <br />to present the matter to the City Council. D1r. Grow received <br />this notice on August 2, 1976. <br />On August 18, 1976 it was noted that the roof covering of thc <br />structurc was torn oLf and laying in the yar.d. <br />
