7O Boazd oi Adjustment Members i� ' <br />,/ i <br />iRO" Dennis Derickson, Planning Department Diredor/JI', ' <br />o"'E pugust 4, 1980 <br />iv r,r r,racv• CYrqETT. wASHINGTON <br />su�,r.cr Pcstponement of Decision on Variance Requested by: Dan Reaton <br />at: 5218 South 3rd St. <br />On May 21, 1980, che City Council approved hiring, the CH2M Hill Consulting <br />Firm to work with the Lowell commun�ty and Planning Department in developing <br />a neighborhood plan which would address zoning and other land use controls. <br />Neighborhood responses to a survey conducted as part of the planning effort <br />indicated that a high percentage of residents are very concerned about the <br />design, siting and setback of new residential development. Residents requested <br />that additional controls on new development be examined in the ple..ining process. <br />Towards this end, the consultanu, Planning Department, and neighborhood are <br />focusing on methods which would assure that new development is compatible <br />with the neighborhoo�'s existing characcer. One method being seriously <br />considered for the R-2 zoned area is to allow reduced lot size requirements if <br />specific design standards are placed on the project's development. (Tlie R-2 <br />zoned land in Lowell is platted for 7,200 square foot lots, thus currently requiring <br />a variance from the 7,500 square foot lot requirement for d�iplex construction.) <br />Design standards being considered include regulating the setoack, location, and <br />screening of duplex structures and parking areas. Specific standards will be <br />developed in August and September. Lowell's neighborhood plan will be com- <br />pleted during October and adopted by City Council in November, 1980. <br />I strongly urge the Boazd of Adjustment to postpone the granting of the variance <br />requested by Dan Heaton for the property located at 5218 South 3rd St. <br />Approving vaziances between now and November would undermine the city's and <br />neighborhood's planning efforts to meet residents' co�cerns regarding duplex <br />Construction. <br />ptwaw <br />
