The Applicanl's request is a Transfer of <br />Development Rights (TDR) for four of the lots, for a lotal of 4 <br />TDR credits, and construction of a duplex on the fifth lot (tax <br />parcel #3-027). A reasonable use application is r.�quired <br />because it is not possible to develop the lots and tn mee� L7e <br />City's prolective requirements for environmentally :�ensitive <br />areas (EMC Chapter 19.37).
