Mr. Christensen: At your rEaqvest Z inspected the foundation of the residence under construction by your company at 3521 Upland Avenue. My inspection was a result of the request by Mr. Doug Budden, City of E��erett inspector, for an enqineer's report. Two specific items were evident at the inspection. The first was the presence of seepage from the base of the cut at the sou�heast corraer of your excavation. The other was the presence oE saturated clay soils along the eastern foundation. The following measures should be implemented to allow construction to proceed at this location. The footing along the eastern eida of the house should be widened to at least 24 inches to allow for any reduced bearing capacity o£ the clay soils. it was apparent from your form placement that you already planned to have a wider footing. Secondly, perforated pipe should be installed along the foundation of the hous�=_. It shauld extend from the �outheastern corner north beyond the northern edge of the foundation. The drainage should be tightlined to the existing drainaqe swale at the northern edge of the property. The above-described measures are not designed to dewater soils beneath the footing . Based on the seepage observed these soils are expected to remain saturated.
