16 � <br /> FINDINGS AND RECOMMENDATION <br /> OF THE HEARING EXAMINER OF THE <br /> CITY OF EVERETT <br /> IN THE MATTER OF THE APPLICATION OF <br /> DIVERSIFIED INOUSTRIAL SERVICES FOR <br /> APPROVAL OF A REVISION TO A PLANNED <br /> RESIDENTIAL DEVELOPMENT (PRD) #1-95 <br /> RECOMMENDATION The amended Planned Residential Development for <br /> 14 sinyle-family dwellings should be granted subject <br /> to the conditions listed herein. <br /> INTRODUCTION <br /> On September 13, 1995, Diversified Industrial Ser�ices, 13008 Beverly Park- <br /> Edmonds f2oad, Mukilteo, Washington, 98275 (Applicant) was yranted <br /> approval of a Planned Residential Development (PRD) at 7627 Upper Ridge <br /> Road, Everett, Washington (subject property) by the Everett Ciry Council. At <br /> that time, the City Council adopted a Resolution of Intent to Rezone authorizing <br /> preliminary approval of the FRD. <br /> The Applicant tras requested a modification from the approved PRD to increase <br /> the total number of dwellings to 14 (an increase one dwelling); change the <br /> projected population of residents to allow eight units to be ma�fcet rate rentals <br /> and six units to accommodate developmentally disabled persons; and, provide <br /> 34 parking spaces on-site. A minor revision to the PRD was approved by the <br /> Hearing Examiner of the City of Everett on August 7, 1996. <br /> A hearing on the request was held before the Hearing Examiner of the City of <br /> Everett on February 20, 1997.
