ORDINANCE NO. <br /> AN ORDINANCE Amending Ordinance No. 2021-94, including subsequent amendments, as <br /> amended by Ordinance No. 2855-05, the 2005 Growth Management Comprehensive Plan for the <br /> City of Everett, Documenting and Revising Population and Employment Capacities within the <br /> City Limits and Incorporating Snohomish County's Capacities and Targets for the <br /> Unincorporated Urban Growth Area <br /> WHEREAS,the City of Everett 10-Year Update to the Growth Management Comprehensive <br /> Plan was approved by City Council in July 2005 and became effective on August 10, 2005; and <br /> WHEREAS,the Plan was subsequently appealed to the Central Puget Sound Growth <br /> Management Hearings Board [Case No. 05-3-0042 (Strahm v. City of Everett)]; and <br /> WHEREAS, in September, 2006,the Hearings Board issued a Final Decision and Order <br /> remanding the Plan Update with"direction to the City to quantify its holding capacity within its <br /> city limits and reconcile its entire planning area and target population for 2025 with Snohomish <br /> County, or take other legislative action to increase density in order to accommodate the projected <br /> 2025 growth. Following the reconciliation process, but within the remand period,the City shall <br /> take any necessary legislative actions to revise the Plan Update to include areas and densities to <br /> accommodate the projected 2025 population;" and <br /> WHEREAS, following the August adoption of Everett's Comprehensive Plan Update, <br /> Snohomish County adopted their 10-Year Update in December 2005. The Comprehensive Plan <br /> designations adopted for Everett's unincorporated urban growth area were in some cases <br /> significantly different than Everett's designations. The population and employment targets and <br /> capacities were also significantly higher than Everett's adopted Comprehensive Plan for the <br /> same area; and <br /> WHEREAS, Snohomish County Countywide Planning Policy UG-2 requires that a target <br /> reconciliation process be completed after all the jurisdictions in Snohomish County adopt their <br /> plans. In December 2006, Snohomish County Council completed Step 4 of the target <br /> reconciliation process by adopting targets that were incorporated into Appendix B of the <br /> Countywide Planning Policies. The targets adopted for Everett's UGA were based on the <br /> County's 2005 Comprehensive Plan for the UGA, rather than Everett's Plan; and <br />
