City ownership of the former Key Bank <br /> building to the south of EPAC presents an opportunity to develop the gathering place. <br /> Phase one of the project is schematic design. Schematic design includes tasks such as site programming, <br /> analysis of circulation patterns and public services, concept development,preferred concept sketches' <br /> preparation, a unit cost based cost estimate and model preparation of the plaza for presentation purposes. <br /> Staff recommends that Nakano Associates be awarded a contract for phase one design. Nakano Associates is <br /> currently on the City's Landscape Architect roster. The firm has a specialty in designing urban plazas for <br /> approximately 20 years. Its work includes the renovation of the International Fountain at Seattle Center. <br /> Nakano Associates is listed as a state certified Minority Business Enterprise (MBE), a federally-certified <br /> Disadvantaged Business Enterprise (DBE) and a Small Disadvantaged Business (SDB). <br /> RECOMMENDATION (Exact action requested of Council): Authorize the Mayor to sign a Professional <br /> Services Agreement with Nakano Associates for phase one design of the Downtown Plaza Project in an <br /> amount not to exceed $35,049.00. <br /> 4 <br />
