The
building was later remodeled, addinq an
apartment on the second floor and one on the
first floor, leavinq 770 sauare feet for the
grocery on the first floor.
In 1961 the qrocery store was converted to a
beauty ehop. The beauty shop use was a less
intensive use than the grocery store since it
was a one person shop and the parking reauire-
ment would have been for a total of five
spaces, three for the residential use and two
for the beauty shop. Since there were only
two off-street parking spces on the site, the
parking was nonconforming by three spaces.
In 1987 the beauty shop was changed to the
present use, which is the "Children's Attic° .
second hand children's cxothing store, where
children's clothing is sold on consignment.
When the Applicant applied for a business
license the City became aware that the parking
requirement was not being met.
The parking requirement for this use is for a
toal of eight spaces, three for the residen-
tial use and five for the retail use.
It has been City policy to allow credit for a
previous nonconformity in calculating the
parking requirement when a use changes, so be-
cause of the previous use's nonconformity of
three spaces, the total parking requirement
for the Children's Attic and two apartment
units would be five spaces.
