The structure, in its present condition, has become a harbor for <br />vagrants. <br />2. The structure exists and is maintained in violation of specific <br />requirements applicable to auch structures as provided for by the <br />building regulations of [he City of Everett as specified in the <br />Building Code and/or Housing Code. <br />3.
