WqSHINGTON
r_'.—e"'r,
; f'VL'1'E'lf
 `4
. ''",?1+
The building is in no danger of burning down or walls rnllapsing in on people due
to fire. There is an extreme danger of loss of life in the event af fire due to smoKe
inh++la{ion because of the exi{ flnd emergency lighting system. All the liphting that
I checked in the Halls Stairwells and the eci{ liphts other than the new one just
installed are on the gmeral lighting system. Ther.= are not enough exit lights
rrow and if the halls were filled with smoke the existing lights wvuld not be
visible, Any inieruption of power wuld be a loss of ligh{, An entire new exit
and rrnerpency system is needed.
The in service arid the kitchen services are the potential fire haznrds. The
kitchen service has bc*n altered and jded ao and equipment removed to the extent
that no one knows for sure what wires are energi:ad and wherct {he others are foedinP.
Through the years pnel covere have been lost Foc covers ieft Pf leavin live
exposed parts £or people to come in contact with. The panels are so obsolate that
new covers are not evailable. !ny of ihe conductors stww insulation deteriation
and some are overfused. The expense of irying to salvage the old equipment would
be qrcater than replacing it with new.
The main services in the boiler room Fuve also beon remotleddd to tlie extent they no
longer come close {o the minimum safety requirements. The three phase service now
needs fuse clamps to help prr.vent iF panel from burning. ods have vbeen altered
to a•roi a cortplete blow up but {he damie has alreedy been done to the panel. It
can blow out a{ anytime.
The trein power panel also has hod extensive alterations since oripinally installed
in 1924. There is no way this panel could walify for the UL mim mum safety label.
Upon inspection December 2 I:zlled t1r. Walt Sellers attention to the covering of
soot from the boilers o {hc fuses. The soot clrits in around the openings in the
service panel. E3y the same means waier IeAking from the boiler or pipes could
enter the panel causin a blow up. lVe also no{eddthe circulatin heat pumps are
now being run on extension cords. IJo contractor Flectricel [r.gineer or the owners
themselves have questioned the haznrds noted on the sdrvice panels. ',tr. Bev
Travis from Travis Engineering told me qhu was aPraid to move the wires when he rrv3de
a study for a new service for fear of a blow up.
The conduits enclosing the rmin service wires in the nlley have rusted to the extent
of heving holes in the pipes at the earth line. They are just hanging on the viras
and any hea•y blow could cause thern to break off shorting out the wires or even
norse would be to set up an elecirical ch:irge on the conduii. Anyoi;e in the alley
can grasp {hese pipes.
I feel somethinn should be done to correct these problems as too rtriny people knov
that I as a Ciiy repre, entative am aware of {ho pteniial hazard,. It is my belief
thai the city would be open ior a lawsuit in the event of injury charping me wiih
derelict of duty for not forcing corrections.
