b. Facade: The structures facade should be treated in a manner to blend this <br />structure with adjacent uses. <br />C. Lighting: Lighting should be designed in a manner that will not project <br />light or glare on to any adjacent residential uses. <br />d. Noise: There will be some short term increase in levels of noise during <br />construction. Both during construction and after completion of the Jail, <br />City Noise Ordinance requirements must be adhered to. <br />e. Land Use: The proposed project will displace the State Employment I <br />Security building, one business and six single family homes. One additional <br />structure currently used by the Snohomish County Fire Marshall, will be <br />demolished as well. <br />f. Traffic: There will lie a substantial amount of traffic generated by the Jail <br />use, with approximately 120 people employed in a 24 hour period at this <br />facility. There will also be law enforcement traffic to and from the <br />facility and visitor traffic. <br />The Work Release facility is not expected to generate a substantial amoun' <br />of traffic as the majority of the residents will not have cars and there will <br />be six employees at the facility in a 24 hour period. This traffic impact <br />may be less than the traffic generated by the Employment Security <br />building. <br />g. Pedestrian Access: There should be sidewalks provided from all parking <br />lots for the Jail structure providing access to the main entrance. These <br />sidewalks should meet all the requirements of the Public Works <br />Department. <br />h. Parking Lot R e.iesign: The parking lot located at the intersection of <br />Pacific and Oakes should be redesigned to eliminate the :xisting dead-end <br />configuration. This redesign could take the form of a ramp located <br />adjacent to the south property line connecting the two levels of parking. <br />The lot located adjacent to the main entrance should be redesigned to <br />provide for access to Wall Street. This will eliminate another dead-end <br />parking lot. <br />The east -west alley should be vacated to minimize traffic impact from this <br />facility on both the Senior Center and Housing facility located adjacent to <br />Lombard Avenue. <br />2. Environmental Impact: <br />a. Earth: The site will require general regrading prior to construction. The <br />site is relatively steep sloped (approximately 15%) and strict compliance <br />with the City's Drainage Ordinance should prevent serious erosion <br />problems. <br />b. Air Quality: There will be temporary degradation of air quality during <br />construction. <br />C. Water: Storm water flow and quality will be controlled per th <br />requirements of the City's Drainage Ordinance. <br />d. Housing: Six existing homes will be demolished as part of the Jail site <br />preparation. <br />e. Energy: The facility will carry an estimated electrical demand of 1,000 <br />kilowatts per year and will consume additional energy for heating, <br />ventilation and air conditioning. <br />f. Aesthetics: Due to the height of the proposed Jail structure, it will creatc <br />a -wall along Lombard Avenue. This massive structure should be <br />screened by installing a suhstantial amount of vegetation along, thr <br />Lombard Avenue and Wall Street frontages. The facade of the structure <br />should be treated in a manner to provide some visual relief. This could also <br />be accomplished by indenting the Lombard facade to break the solid wall <br />effect. <br />-2- <br />
