CITY OF EVERETT <br />"L—' �92 SPECIAL PROPERTY USE PERMIT #6-81 <br />GU•G <br />• CrJ SNOHOMISH COUNTY JAIL AND WORK RELEASE FACILITY <br />P, •w&Z <br />August 18, 1982 <br />� U 4 <br />I-4.1D 61:3l - S Z <br />WHEREAS, there was filed with the City of Everett Planning Department on <br />f�IL.E- <br />May 27, 1982, an application for a Special Property Use Permit under E.M.C. <br />19.58.10, by the Snohomish County Public Works Department for the following <br />described property: <br />Jail Site: Lots 21-30, Blk. 714, Everett Land Company's <br />First Addition (3002-3018 Lombard) <br />Work Release Facility: Lots 7-10, Blk. 714, Everett Land <br />Company's First Addition (3015 Oakes) <br />AND, WHEREAS, after proper notice was given as required by law, the City of <br />Everett Land Use Hearing Examiner held a public hearing on July 1, 1982, and after <br />considering all evidence elicited during the public hearing; evidence submitted by <br />I <br />l the applicant, and after a personal inspection of the subject property and <br />I I <br />surrounding areas, the Hearing Examiner on July 16, 1982, made recommendation to <br />IICity Council that the Special Property Use Permit to construct a new county jail for <br />277 inmates and to remodel an existing building to provide a work release facility <br />for 60 residents be granted subject to 23 conditions, and <br />WHEREAS, on July 29, 1982, after the City of Everett petitioned to amend the <br />conditions, the Hearing Examiner issued an Order amending Condition 23 of the July <br />16, 1982 recommendation and adding a 24th condition; and <br />WHEREAS, the Everett City Council concurred with the Hearing Examiner's <br />amended recommendation at its regular meeting on August 11, 1982, <br />NOW, THEREFORE, said permit is granted with the following conditions: <br />1. A specific landscaping plan shall be developed by the applicant after meeting <br />with the Planning Department and shall be submitted to the Public Works <br />Department for review and approval prior to issuance of any building permits. <br />The Plan shall provide visual separation between parking areas and all street <br />frontages. This plan shall consist of vegetation at least three feet in height <br />with trees interspersed as indicated on the site plan. <br />There shall also be a substantial amount of landscaping provided on the Wall <br />Street and Lombard Avenue frontages to provide some visual relief from this <br />massive structure. <br />The landscaping should be consistent with the City's Street Tree Ordinance and <br />the "Park Policy Governing Trees on Public Land", especially that of Street <br />Tree Species Selection. <br />2. Detailed drawings shall be submitted to the Public Works Department showing <br />site parking layout, landscaping, utilities, storm drainage, temporary <br />construction erosion control and all required improvements in the public right- <br />of-way. Public Works Department approval of these drawings is required prior <br />to any permit being issued. All improvements shall be completed, approved <br />and warranted before the Occupancy Permit is issued. <br />
