CITY OF EVERETT "L—' �92 SPECIAL PROPERTY USE PERMIT #6-81 GU•G • CrJ SNOHOMISH COUNTY JAIL AND WORK RELEASE FACILITY P, •w&Z August 18, 1982 � U 4 I-4.1D 61:3l - S Z WHEREAS, there was filed with the City of Everett Planning Department on f�IL.E- May 27, 1982, an application for a Special Property Use Permit under E.M.C. 19.58.10, by the Snohomish County Public Works Department for the following described property: Jail Site: Lots 21-30, Blk. 714, Everett Land Company's First Addition (3002-3018 Lombard) Work Release Facility: Lots 7-10, Blk. 714, Everett Land Company's First Addition (3015 Oakes) AND, WHEREAS, after proper notice was given as required by law, the City of Everett Land Use Hearing Examiner held a public hearing on July 1, 1982, and after considering all evidence elicited during the public hearing; evidence submitted by I l the applicant, and after a personal inspection of the subject property and I I surrounding areas, the Hearing Examiner on July 16, 1982, made recommendation to IICity Council that the Special Property Use Permit to construct a new county jail for 277 inmates and to remodel an existing building to provide a work release facility for 60 residents be granted subject to 23 conditions, and WHEREAS, on July 29, 1982, after the City of Everett petitioned to amend the conditions, the Hearing Examiner issued an Order amending Condition 23 of the July 16, 1982 recommendation and adding a 24th condition; and WHEREAS, the Everett City Council concurred with the Hearing Examiner's amended recommendation at its regular meeting on August 11, 1982, NOW, THEREFORE, said permit is granted with the following conditions: 1. A specific landscaping plan shall be developed by the applicant after meeting with the Planning Department and shall be submitted to the Public Works Department for review and approval prior to issuance of any building permits. The Plan shall provide visual separation between parking areas and all street frontages. This plan shall consist of vegetation at least three feet in height with trees interspersed as indicated on the site plan. There shall also be a substantial amount of landscaping provided on the Wall Street and Lombard Avenue frontages to provide some visual relief from this massive structure. The landscaping should be consistent with the City's Street Tree Ordinance and the "Park Policy Governing Trees on Public Land", especially that of Street Tree Species Selection. 2. Detailed drawings shall be submitted to the Public Works Department showing site parking layout, landscaping, utilities, storm drainage, temporary construction erosion control and all required improvements in the public right- of-way. Public Works Department approval of these drawings is required prior to any permit being issued. All improvements shall be completed, approved and warranted before the Occupancy Permit is issued.
