ENVIRONMENTAL CHECKLIST <br />SUPPLEMENTARY STATEMENTS <br />DESCRIPTION OF PROPOSAL: <br />The existing County Jail, which has been determined to be substandard, is <br />...located in•the County Courthouse Building in downtown Everett: The applicant <br />has requested siting approval to construct a rew County detention facility on <br />:y:;;•.'• properties located between Oakes Avenue and Limbard Avenue and to the north <br />..of Wall Street, not including property occupied by the Scottish Bite Temple <br />1F�-Building. or those properties fronting Hewitt Avenue in the City of Everett. <br />The proposed facility krill be designed to house up to 337 persons and is <br />expected to include approximately 114,400 square feet in 4-5 stories and <br />parking for approximately 45 vehicles. These facilities are%subject to <br />expansion to accommodate future growth. <br />The facility will be occupied by persons sentenced for misdemeanor and felony <br />offenses and arrested persons awaiting arraignment or trial. <br />Applicant -will also request a dpecial land use permit; bulling`and related <br />permits; and a sever connection permit; and permission to vacate a portion <br />of the alley between Wall Street and Hewitt Avenue from the City of Everett. <br />Public water and sever will be provided to standards of the City of Everett. <br />The submittal of this Declaration of Non -Significance should not be interpreted <br />as acceptance or approval of the subject proposal as presented. Snohomish <br />County reserves the right to deny said proposal or approve said proposal <br />subject to conditions if it is determined to be in the best interests of the <br />County and/or necessary to the general health, safety and welfare of the public <br />.to do so. <br />II.J. Prisoner Escapes - County records indicate one escape in each of . <br />calendar years 19`17, 1978, 1979, and 1981, and two escapes in 1980. <br />It is expected that the new facilities will substantially reduce ' <br />escape opportunities through both improved physical security and <br />by arranging facilities so as to permit improved prisoner supervision. <br />II.L. Project will displace nine dwelling units, including four single- <br />family residences.
