CITY OF EVERETT
Preliminary Meeting
- Snohomish County Detention Facility -
9:30 a.m. Plans Examiner's Area
July 9, 1982 Everett City Hall
Those present:
Tim White of Walker, McGough, Foltz and Lyerla, Archito's
Doug Budden, Chief Inspector, City of Everett
Howard Matteson, Plans Examiner, City of Everett
Suzanne Grannan, Secretary
First Level
Mr. White said that the County does not wish to have elevator service extend to
the parking area for security purposes, however, at a future time the afore-
mentioned parking area may be converted to a storage area and, at that time,
elevator service may be extended to that level. Staff will have access by
stairs. Would this be acceptable to the City? Mr. Budden and Mr. Matteson
agreed that due to the nature of the facility this arrangement would be
satisfactory. Mr. Matteson did mention the fact that the Washington State
Barrier -Free Facilities Code does require access for the'Fiandicapped and
Mr. White replied that handicapped parking is provided in an area where elevators
are accessible.
Second Level
It was generally acknowledged that smoke proof enclosures will have to be pro-
vided in the vestibule from the stairwell at the work station areas.
Third Level
The stairway from the mezzanine exits into one stairway below. It was deter-
mined that with the total occupant load being 40, exiting requirements will
be met. Mr. White mentioned the possibility of moving the stairway in the
housing area to another location. Pressurized stairways and vestibules will
be provided in the work station areas. This situation exists on the second,
third and fourth levels.
Fifth Level
This area will contain the infirmary, psyciatric housing and female housing.
Two exits and the stair tower are provided. Mr. White said that plans for the
vestibule area are still being worked out but that a smoke proof enclosure
wil be provided.
Mr. White then asked if it would be helpful for the Building Department to have
a set of plans at this stage or would it be preferable to wait until a more
complete set is available. Mr. Matteson said that it would be helpful to have
an updated set of prints in this office that would reflect recent changes in
the original plans. Mr. White said he would have a set delivered in approximately
a week's time.
