TO Bob Landles, Planning Department <br />FROM Public Works Departmen <br />DATE August 28, 1981 <br />SUBJECT SEPA Checklist Review - County Jai! <br />CITY OF EV ERETT, EVERE TT WASHINGTON <br />PROPOSAL: <br />Site selection for new County Jail facility. <br />RECOMMENDATIONS: <br />It is the recommendation of the Public Works Department that issuance of <br />a Negative Declaration be subject to the following: <br />I. Detailed drawings as applicable shall be submitted to the Public Works <br />Department showing parking layout, landscaping, utilities, storm drainage, <br />temporary construction erosion control and all required improvements <br />in the public right-of-way. Public Works Department approval of these <br />drawings is required prior to anv permits being issued. All improvements <br />shall be completed, approved and bonded before the Occupancy Permit <br />is issued. <br />2. City streets and allevs are to be kept clear of dirt and debris at all times <br />during construction. Dust suppressio,i and street cleanimg must occur <br />as directed by the Public Works Inspector. <br />3. As-builts of storm sewer, sanitary sewer and water systems will he required <br />to be submitted per the following schedule: <br />Water As-Builts must he in the form of the original stamped mylar and <br />shall be submitted with easements as required within 30 days of connection <br />(Failure to submit water as-builts as noted will result in a "Stop Work <br />Order" being issued on project). <br />Storm and sanitary sewer systems can be submitted as prints and must <br />be submitted before the Occupancy Permit is issued. <br />4. ring construction, all truck traffic to and from the site within the City <br />of Everett shall be on arterial streets unless otherwise approved by the <br />Public Works Department. <br />5. Performance guarantees, as required, will be by an approved method as <br />determined by the City. <br />6. In lieu of on site detention a cash deposit may be made. This site is in <br />the 50 year design storm area, calculations must be based on a 10 year <br />pre -development design storm and a 50 year post development design <br />storm. <br />The Capital Improvement Sewer Development Fee will be based upon <br />an average useage of 70 Gal/Capita/Day for the residents and 20 Gal/Capita <br />Day for employees. This site is in the North End Benefit Area, where <br />the cost per G.P.M. is $1166. The exact fee can be determined when <br />the number of employees is known. <br />8. To provide adequate fire protection the developer may be required to <br />make Improvements to the City Water Distribution System. The extent <br />of the improvements can be determined after detailed building plans have <br />been submitted to the Fire Marshall. <br />
