FINDINGS AND RECOMMENDATIONS <br />OF THE HEARING EXAMINER OF THE <br />CITY OF EVERETT <br />IN THE MATTER OF THE APPLICATION OF THE <br />SNOHOMISH COUNTY PUBLIC WORKS DEPART- <br />MENT FOR APPROVAL OF A SPECIAL PROPERTY <br />USE PERMIT SPU 116-81 <br />RECOMMENDATION: It is the recommendation of the Hearing Examiner that the <br />requested Special Property Use Permit be granted subject to <br />The conditions listed. <br />INTRODUCTION <br />Snohomish County Public Works Department, County Administration Building, <br />Everett, Washington, and hereinafter referred to as Applicant, has requested a <br />Special Property Use Permit and a height variance for property located at 3002 to <br />3018 Lombard, Everett, and more particularly described as: <br />Lots 21 through 30, Block 714, Everett Land Company's First <br />Addition (3018, 3016, 3006, 3008, 3002 Lombard) <br />and for property at 3015 Oakes, Everett, Washington, and more particulary <br />described as follows: <br />Lots 7 through 10, Block 714, Everett Land Company's First <br />Addition (3015 Oakes) <br />The specific request for the Special Property Use Permit is to construct a County <br />Jail capable of housing 277 inmates. In addition to the construction of the County <br />Jail, parking facilities would be provided for the visitors to the Jail. In addition, <br />the Special Property Use Permit is to remodel and irr;xove the existing <br />Employment Security Building at 3015 Oakes, Everett, Washington. The <br />Employment Security Building would be changed to a Work Release Facility capable <br />of housing 60 residents. <br />The variance request is to extend the average height of the proposed Jail to 120 <br />feet. The maximum height for buildings in the C-1 zone is 65 feet. <br />A hearing on the requests was held before the Hearing Examiner of the City of <br />Everett, Washington, on July 1, 1982.
