To Dennis Derickson i FROM Larry Crawford DATE July 19, 1982 SUBJECT SNOHOMISH COUNTY JAIL/WORK RELEASE ITY FACILITIY EVERErr wns"iNcroN SPECIAL PROPERTY USE PERMIT 116-81 In reviewing the Hearing Examiner's recommendations for the subject site, I find that the Planning Department "recommended that conditions 113, 114, f15, 116, and #I I be withdrawn at this time and that a hearing on them be held at a later date". I don't totally understand the rationale for this recommendation, but what concerns me the most is that it was done with no apparent coordination with the Public Works Department. A portion of the conditions, specifically 114, 115, and possibly 116, may he open for discussion and/or direction from administration, but conditions #3 and /Ill should not have been withdrawn. * Condition #3 - The existing sewer main in the alley will have to be upgraded to handle the increased load. It is not an item that allows one to waive or modify. How the improvement is paid for may be yet to be resolved, but the fact remains that the line must be upgraded if the jail is constructed. * Condition lilt - The existing sidewalk around the perimeter must be brought up to standard. In all probability, the existing sidewalk will be destroyed during the jail construction. Like Condition #3 above, the improvements must be brought up to standard when the jail is constructed.
