This rendered Cl�c <br />structure untenable and il has remained vacant since tl�e fire. <br />On Tlarch 20, 1973 the llousing Inspection Division received a cilizens complainC <br />wliich prompted an inspection of the property. Durf.ng tltis inspection tl�e <br />following }�ousing Code Violations wcrc documenl'ed. <br />Lack of required l�eating system. <br />Damaged and inadequate electrical service. <br />Loose and crumUlingplaster. <br />6rolcen windows. <br />Fire damaged walls, floors, and ceilinEs. <br />Burned furniture and deUris in yard. <br />Rotted soffitt and rafter Cails. <br />We contacted Mrs. Cliaslca, one of Che owners, by telephone and sl�c promised Co <br />locic up tlic l�ouse and clean up che yard, <br />On April 9, 1973 we made a re-inspection of the property and fonnd the structure <br />open to the puUlic. Tl�e burned furniturc and debris had been moved from the <br />front yard to L-he side yard. An attempt was made to contact Mr. Chaska but wc <br />could nol gr.t a response. A re-inspection was made on April 25, 1973. As there had <br />been no improvements noCiced, a letter was mailed L'o h1r. Chaska, (also on <br />April 25, 1973). <br />On ,7une 12, 1973 we Lclephoned P1r. Chaska, after we nol-iced that he hadn'L- madc <br />any attempt Lo close up tl�e l�ouse or clean up the yard. Mr. Chaska appeared <br />reluctant to cooperate Uut said that he would secure the house. <br />Another inspection was made on July 5, 1973. Tlte structure was still open and <br />showed evidence of being used Uy children. We atL-empted to call D]r. Chaska by <br />telephone but were unsuccessful. A Notice of Unsafe lluildings was sent by <br />Certified Mail Co Mr. Chaska on July 11, 1973. A copy of tlie Nol-ice of Unsafe <br />Buildings was also delivered tu the morlgage holder, 13vcrett Trust and Savings <br />llank Uy personal servicc. Tlie notice was reccivedUy hir. Cl�aslca on Jcly 11, 1973. <br />On August G, 1973 we received au anonymous complaint from a concerned neigltUor. <br />This parCy oUjected L'o transients, and children using the st•;ucCure. <br />A lluilding Offieials Ilearing was held on Augusc 23, 1973. :� notice oE this <br />hearing was sent to i�1r. As Pir, Chaslca did noC appear aC <br />L'he hearing, Che Building OtLicialrecommende:l tliat the matl'er Ue scheduled for a <br />Council 1lcaring. <br />A nol'ice of aUatement was advcrl-ised in the Lvcrel-t Hcrald on September l, 1973 <br />and SeptemUer 8, 1973 L'o determine if Chere were other concerned parties. 'flierc <br />were no responses to tl�is advertisemenl-, <br />Dir. Chaska was mailed a NoCice of Cour.cil Ilearing by CerCiLied Ptail on October <br />1G, 1973. This nol'ice was rel'urned as "un-claimed". <br />
