The <br />decision to certifiy was a time consuming and thoroughly <br />researched one. <br />Due to the inconclusive and sometimes contradictory record <br />information found, the final decision was swayed by the <br />affidavit received from Ellen Hoycien. <br />The owner, Ken Westphal, has been notified of the decision <br />in a telecon on this date. He has submitted plans to the <br />building department to rennovate the building (which was a <br />Woolworth problem property prior to its sale to Westphal) <br />and will meet current parking requirements for this use. <br />If all other requirements are met, the building permit may <br />be issued. <br />tl <br />
