<br />{,tE�REAS, Ordinance No. 555-78 was enacted to reduce the adverse effact
<br />of increased vehicle and pc.3estrian traffic on existinq neighborhoods and
<br />provide sa£e and efficient facilities for vehicle and pedestrian traffic; and
<br />47HEREAS, Ordinance No. 555-78 requires, in part, a developer to improve
<br />street and alley rights-of-rray; or at the discretion of the City Engineer, h
<br />developer may convey and execute in the favor of the City of Everett an
<br />irrevocable power of attorney for the sole purpose of casting a wte, signing
<br />a petition or othexwise assenting to the formation of a Local Impravement
<br />District. .
<br />NOW, TE�REFORE, in consideration of issuance of a buildinq pe2mi.t,
<br />pursuant to Ordinance tdo. 555-78 and in ��u of certain required street and/or

<br />referred to .�s "Developer"), and pursuant to Ordinance No. 555-78, has made,
<br />constitutrd ar.� uppointed and by U�ese presents does make, constitute and
<br />appoint the City as true and lawful attorney for it and in its name, place
<br />and stead, and as an irrevocable proxy to cast a vote for a_pproval, by
<br />petition or othenaise, of any Loca1 Improvement District hereafter fozmed by
<br />the City, its successor or other property own rs in a benefit area encompassin�

<br />for ultimate street and related improvements pursuant to Ordinance No. 555-76,

<br />interest in the following described land, to wit:
