Thet such variance i.s necessary for the preservation <br /> and enjoyment of a aubstantial property right of the <br /> appellant possessed by the cccners of other properties <br /> in the same vicinity or zone. <br /> 2 . That the authorization of such variance i,ill not be <br /> materially detrir,.ental to the public welfare or <br /> injurious to property in the vicinity or zone in <br /> which the property is located. <br />
