A request for a one year extension of � <br /> this Final Declaration of Nrnsignificance may he made to the Planning <br /> Director rior to the expiration date. <br /> Description of Proposal - Phe proposed action is the approval of a Variance Request <br /> and the issuance of Building Permits to allow the constructiun of a 16 unit apartment <br /> build.ng. The following factors were considered and the listed requirements were <br /> placed in response to comments submitted by various City departments during our <br /> review of an Environmental Checl<list for this proposal: <br /> 1. The site is zoned R-5, core area residential zone, which would allow the proposed <br /> use. - <br /> The existing site is partially gravelled and a prrtion is used as a commercial <br /> parking lot; che remainder is used for open storage of used appliances and several <br /> sheds exist on the parcel. <br /> 2, A Variance Request has been approved by the Board of Adjustment for a <br /> reduction in building setback requirements. <br /> 3. Access is proposed via Rucker to'understructure parking and via the alley to <br /> additional on site parking: A total of lb pz i:ing stalls are provided. <br /> 4. Detailed drawings shall be submitted to the Public Works Department showing <br /> parking layout, landscaping, utilities, storm drainage, temporary construction <br /> erosion control and all required improvements in the public right-of-way. Public <br /> Works Department appraval of these drawings is required prior to any permits <br /> being issued. All improvements shall be completed, approved and bonded before <br /> the Occupancy Permit is issued. <br /> 5. City streets and alleys are to be kept clear of dirt and debris at all times during <br /> construction. Dust suppression and street deaning must occur as directed by the <br /> Public Works Inspector. <br /> 6. As-builts of storm sewer,sanitary sewer,and wacer systems will be required to be <br /> submitted prior to issuance of the Occupancy Permit. <br /> Water As-Builts must be in the form of the original stamped mylar and shall be <br /> submitted with easements as required within 30 days of connection. (Failure to <br /> submit water as-builts as noted will result in a"Stop-Work Order" being issued on <br /> projeci.) <br /> Storm and sanitary sewer systems can be submitted as prints and must be <br /> submitted before the Occupancy Permit is issued. <br /> �. During construction, all truck traffic to and from the site within the City of <br /> Everett shall be on arterial streets unless otherwise approved by the Public <br /> Works Department.
